Every generation has its problem
The ideal conception of the student movement will be tested when the movement was entering the national level. In that phase of controvertion about the ideal philosophy of the movement will gradually shift to improve the existence and increase the bargaining position of movement at the national politics level. Character-philosophical ideals that became the basic spirit at grass roots level (mass basis on campus or university) will collide with pragmatic-strategic perspective into the needs of realistic tactical game at the elite level (national level or the Central Board). The authors think KAMMI (The Action Group Of Indonesia Moslem Students) was not free from this perspective either; the contradiction between idealism with pragmatism will become a reality encountered by KAMMI’s elites who play at national level. Authors anxieties throw this idea cannot be separated from a momentum of national succession that will be faced by KAMMI in January 2011. The 7th KAMMI’s National Conference to be held in the province of Nanggroe Aceh Darussalam (NAD). 
Classic questions that arise ahead of congress event, who will become the next Central KAMMI’s General Chairman? This question will surely arise in the minds of all cadres KAMMI throughout Indonesia.  It is particular concern for the elites at the national, territory, and region levels, who will be compete in the conference momentum later. The authors look at some of the names that are getting attention during the procession of pre-congress which was held at Solo yesterday, include Sujatmiko Dwi Atmojo (Chairman of KAMMI Territory Yogyakarta), Ramlan Nugraha (Public Policy of KAMMI Territory West Java), Noval Abuzarr (Chairman of KAMMI Regional Jakarta). It’s just a subjective authors perspective asses the inactivity and tactical steps taken by the three names above for Pre-Conference procession in Solo.
If the view to the final agreement regarding the requirements of the General Chairman and Team Formation, the parameters of a person who wants to run for candidate do not depend on public positions carries now,  for example suppose to hold the position in KAMMI structure during this period. The agreement that emerged on the draft proposals agreed at the Commission’s Bylaws are the candidates requirements for the General Chairman of the Central KAMMI refer to the Bylaws of KAMMI, where the most significant requirements are: 1. Status as AB3 (Level Three Qualifications), 2. Ever become a board of Regional and or Territory. So if these requirements are a reference that is used, then the names of potential outside KAMMI Central Board structure like Fikri Aziz (Secretary General of the Central KAMMI 08-09) and Widya Supeno (Chairman of the Central KAMMI II 08-09) will be able to appear.
Mapping of External-Internal Conditions
Throw the next question that comes to authors mind is what capacity of a leader is required by KAMMI for 2 years during the period 2010-2012? We must be able to define some internal-external conditions, as well as some strategic issues that will faced by KAMMI for 2 years. Some authors offer regarding the external conditions that need the attention of the General Chairman of the candidates that will pitch are:
1.       KAMMI’s positioning to national political stakeholders, as well as SBY-Boediono’s government, political parties supporting the coalition (Demokrat Party, Golkar Party, PKS, PAN, PKB, PPP), opposition political parties (PDI Perjuangan, Gerindra Party, Hanura Party). About relation  between KAMMI and PKS, the author gives a special note to manage the burden of conflict between KAMMI and PKS after the Extraordinary Congress insident. Then the next General Chairman should be able to communicate and negotiate with any political power in a more balanced bargaining position.
2.       Supervision and follow-up of  various  strategic issues, KAMMI as the student movement has a strategic function to perform the political pressure on the government various cases, scandals, and problems that occured in national politics. Some strategic issues are urgent to follow up such as Century scandal, conflicts of interest between KPK-General Attorney-Police, corruption issues, issues of privatization of national companies, Freeport problems, employment issues (migrant workers, the unemployment rate), the performance of states institutions (parliament, the Assembly, the Attorney General), the issue of terrorism and education issues (BHP, equal education, access to education). It is appropriate for next  General Chairman to have the capacity in mapping problem and selecting priority issues and make it as masterplan in KAMMI movement during the next two years.
3.       The Idea Of  Internationalization KAMMI Movement, in fact this idea has begun to be realized during Rijalul Imam period, such as KAMMI participate actively in the implementation of the event International Islamic Youth Gathering in Jakarta, the opening of the network with the World Assembly Moslem Youth (WAMY) and the Islamic Development Bank (IDB), then the short courses programme to overseas such as the International Movement of the Short Course Programme to Malaysia. But in the author opinion KAMMI not been able to put its strategic bargaining power in that programs. This becomes a challenges to the next General Chairman how to put KAMMI as student movement across borders, cross-country and able to manage issues in Southeast Asia and the Islamic World. The authors assess KAMMI is very potential to be consolidacy maker student and social movements in Southeast Asia level and become opinion leaders to manage regional issues such as democratization in Southeast Asia, Human Rights Violations Issues in South Thailand, ethnic minority issues in the Philippines and employment issues.
Another anxiety is about reviewing KAMMI internal conditions. With the number of eight KAMMI Territory and fifty branches KAMMI Regional throughout Indonesia, a General Chairman must be predict accurately the very massive spreading of KAMMI. The candidate must be able to respond to the internal dynamics that continue occur in KAMMI bodies, how relations between the Central Board with Territory and Regional Board, how about the political positioning of each KAMMI Territory and Regional, its significancy to cover Autonomy issues. Furthermore budgeting problem and financial capabilities of KAMMI, how much funding is needed to run the organization for next two years? The author will try to describe some internal review above to :
1.       The disparity between Java and Outer Java, the issue of inequality is not only true in the context of Indonesia but also became a hot issue in the body of KAMMI. The problem that was criticized by colleagues outside Java is about the structural expansion pace of KAMMI Territory and Regional that is not balanced between Java to the Outer Java. Problems expansion of this structure will affect the amount of  cadres development and level regeneration can be done by a KAMMI Territory or Regional. As is known KAMMI Territory had the authority to implement Daurah Marhalah III whereas KAMMI Regional conducting Daurah Marhalah II. Some of the arguments put forward on this problems are covering area issues is too broad. For example KAMMI Regional West Sumatra must guard provincial-level governments issues while in the West Java provincial government escort roled by KAMMI Territory West Java. The demand in order to KAMMI Regional who escorted the provincial government immediately stepped up their levels becomes KAMMI Territory.
2.       KAMMI political positioning in guarding Decentralization issues, the Reformation gave a new spirit about local government, decentralized authority and provide greater room for local government to manage the assets of its resources. On one side autonomy policy provides access to equity, fairness and independence of local governments to manage it resources. On the other hand, autonomy policy has caused irregularities such as corruption that initially focused in Jakarta then spread up and potentially undertaken by local government. Based on this anxiety, KAMMI Regional should be main instrument to escort issues of regional autonomy. General Chairman may consider this to be a priority internal problems, so increasing political positioning of KAMMI Regional throughout Indonesia must be done immediately.
